Dr. Halkano Abdi Wario

Dr. Halkano Abdi Wario works with the Institute for Security Studies (ISS) as the Regional Organized Crime Observatory Coordinator for Eastern Africa in the ENACT Program (Enhancing Africa’s Response to Transnational Organized Crime). He is a Senior Lecturer in the Department of Philosophy, History, and Religion at Egerton University, Kenya. Before joining the ISS, he served as Associate Director at the Center for the Study of Terrorism, Violent Extremism, and Radicalization at the HORN International Institute for Strategic Studies. His interests include transnational organized crime, terrorism, and countering violent extremism in Africa, as well as transnational religious movements and the geopolitics of the Horn of Africa. As a seasoned Countering Violent Extremism (CVE) policy specialist, he has published extensively, consulted for several national and regional organizations and development partners, and contributed to the development of national and regional policies. He has a PhD in Religion (Islamic Studies) from the University of Bayreuth, Germany.
